Our Scottsdale Facility Is Now an FDA-Registered OTC Manufacturing Site

Allure Beauty Concepts has officially converted its Scottsdale, Arizona facility into a fully OTC-qualified manufacturing site. For beauty, wellness, and oral care brands, that single change unlocks an entire category of products we can now make for you under one roof, from mineral sunscreens to fluoride toothpaste.

Here's what the conversion means, and exactly which products our Scottsdale plant can now produce.

What “OTC-qualified” actually means for your brand

Most beauty contract manufacturers can only make cosmetics — products that beautify but make no therapeutic claim. The moment your product contains an FDA-recognized active ingredient at a monograph-specified concentration, carries a Drug Facts panel, and makes a treatment claim (blocks UV rays, treats acne, controls dandruff, prevents cavities), it is legally an over-the-counter (OTC) drug.

OTC drugs must be manufactured under drug cGMP (21 CFR 211) — a stricter standard than cosmetics-only production. That is why brands with a treatment product need an FDA-registered OTC contract manufacturer, not a cosmetics-only one. As of this conversion, our Scottsdale facility is exactly that: an OTC-qualified, cGMP-compliant private label and contract manufacturing partner.

Sunscreens and SPF products

Using zinc oxide, titanium dioxide, avobenzone, octinoxate, octisalate, octocrylene, and homosalate, we produce stand-alone mineral and chemical sunscreens (lotions, sticks, sprays), daily SPF facial moisturizers, tinted sunscreens, BB and CC creams with SPF, SPF lip balms, and SPF foundations.

Topical acne treatments

With benzoyl peroxide (2.5–10%), salicylic acid (0.5–2%), and sulfur/resorcinol combinations, we make medicated cleansers and face washes, spot treatments and gels, acne treatment pads and wipes, acne masks, acne serums, and body acne washes.

Skin protectants

Using allantoin, dimethicone, glycerin, petrolatum, zinc oxide, colloidal oatmeal, and cocoa butter, we produce medicated moisturizers and body creams, diaper rash creams, medicated and chapped-skin lip balms, hand-repair creams, and witch hazel and aluminum acetate astringent toners.

External analgesics — anti-itch, pain, and sunburn relief

With hydrocortisone (up to 1%), menthol, camphor, lidocaine, and pramoxine, we make anti-itch creams and sprays, hydrocortisone rash products, sunburn-relief gels, insect-bite relief, cooling muscle rubs, and soothing after-shave.

Antiperspirants

Using aluminum chlorohydrate and aluminum zirconium complexes, we produce roll-on, gel, and clear antiperspirants and antiperspirant wipes.

Oral care and anticaries products

Using sodium fluoride, sodium monofluorophosphate, and stannous fluoride, we produce fluoride toothpastes, fluoride mouth rinses, antigingivitis products, and canker-sore treatments.

Dandruff, seborrheic dermatitis, and scalp care

With pyrithione zinc, selenium sulfide, coal tar, and salicylic acid, we make anti-dandruff shampoos and conditioners, scalp serums, and body washes for seborrheic or psoriatic skin.

Topical antifungals

Using clotrimazole, miconazole, tolnaftate, terbinafine, and undecylenic acid, we produce athlete's foot creams, sprays and powders, jock itch and ringworm treatments, and antifungal foot and body washes.

First aid antiseptics and hand sanitizers

With benzalkonium chloride, hydrogen peroxide, and povidone-iodine, we make gel, foam, and spray hand sanitizers, antibacterial hand and body washes, antiseptic wipes, and wound-cleansing products.
